Yeşilyurt Belediye Meclisi, Temmuz Ayı Toplantısında gündemdeki komisyon raporları ile teklifleri tek tek görüşerek karara bağladı.
Yeşilyurt Belediyesi Yeni Hizmet Binası Meclis Salonunda Yeşilyurt Belediye Başkanı Prof. Dr. İlhan Geçit Başkanlığında gerçekleşen Temmuz Ayı Toplantısı Saygı Duruşu ve İstiklal Marşının okunmasıyla başladı. Açılış ve yoklamanın ardından ilk olarak 06 Haziran 2024 Tarihli Meclis Toplantısının karar özeti oy birliğiyle kabul edildi.
Ağırlıkla imar maddelerinin görüşüldüğü toplantıda; Yeşilyurt Belediye Meclisinin 02.03.2022 tarih ve 79 sayılı kararında; “Tabii zemini yoldan yüksek veya yola nazaran set teşkil eden arazilerde yapılması planlanan bodrum hariç iki katlı veya villa tipi yapıların tabi zeminden kotlandırılması halinde, ön bahçe mesafesi içinde, tabi zemin altında kalmak ve bahçe vasfını ortadan kaldırmamak şartıyla, iç net yüksekliği 2.60 metreyi aşmayan ve uygun olduğu hallerde esas yapı ile irtibatı buradan sağlanan, civarın karakteri veya yol ve arazi durumu incelenerek esas yapıya ait kapalı set altı otopark yapılmasında ilgili idare yetkilidir. Yapılacak olan set altı otopark uygulamalarının olduğu yerlerde veya arazi meyillerinin yüksek olduğu yerlerde, tüm inşai faaliyetler göz önünde bulundurularak duvar yüksekliği en fazla 3,5 metre olmalıdır. Uygulamalar mühendislik esaslarına göre projelendirilerek idare onayından sonra yapılmalıdır. Set altı otoparklar projelendirilirken; Taks ve emsal alanına dâhil edilmeyip, otopark alanı inşaat alanına dâhil edilmelidir. Bir araç için net otopark alanı 25 m2 olmalı ve her yapı için 2 araç otopark alanı düzenlenmelidir. Otopark kapıları dışa doğru açılmamalıdır. Birden fazla ana yapı yapılması planlanan parsellerde ise her yapı kendi içinde değerlendirilmelidir. Set altı otoparklarla ilgili uygulamalar mimari estetik komisyonunun uygun görüşü alınarak izinlendirilecektir.” yönünde aldığı karar, “Ancak geçen süre zarfında bölgede bodrum hariç iki katlı veya villa tipi yapıların yapının tabi zeminde kotlandırılmış olması durumunda ön bahçe mesafesinde eğimin bertaraf edilebilmesi için tesviye yapıldığı bu kapsamda 02.03.2022 tarih ve 79 sayılı Belediyemiz Meclis kararı ile izin verilen otopark yapımına ilişkin kıstasta yol kotu ile parsel sınır kotu arasındaki ara değerlerde mağduriyetlerin olduğu bu kapsamda bahse konu Meclis Kararında zikredilen “…tabi zemin …” ifadesinden “tabi zemin veya tesviye edilmiş zemin….” olarak güncellenmesine yönelik teklif görüşülerek kabul edildi.
Yeşilyurt Belediyesi İmar ve Şehircilik Müdürlüğü tarafından Meclis Başkanlığına sunulan, “7269 sayılı kanun kapsamında düzenlenen güçlendirme ruhsatları için güçlendirme bitiş tutanağı düzenlenmiş yapılara ait güçlendirmeye esas yapı kullanma izin belgesinin düzenlenmesine yönelik hazırlanan, “ 7269 sayılı kanun hüküm ve esaslar çerçevesinde Valilikler'in ( İl Afet ve Acil Durum Müdürlükleri ) yetkili kılındığı, orta hasarlı konutlar için onarım ve güçlendirme genelgesi doğrultusunda, işlemlerinin tamamlanıp, tamamlanmadığı ve tamamlanan konutları ait yapı kullanım izininin verilmesi hususlarının belediyelerin görev ve sorumluluklarına girdiği belirtilmektedir. Bu kapsamda düzenlenen güçlendirme ruhsatları için güçlendirme bitiş tutanağı düzenlenmiş yapılara ait güçlendirmeye esas yapı kullanma izin belgesi düzenlenmesi gerektiğinden söz konusu yapıların düzenlenen belgenin sadece güçlendirme imalatına istinaden düzenleneceği binanın daha önceden yapım aşamasında kaynaklanan hatalar ve ihlallerin müktesep hak teşkil etmeyeceği kullanıcı vatandaşların hali hazır haklarının korunması amaçlanmıştır.” teklifi de onaylandı.
Yeşilyurt Belediyesi İnsan Kaynakları ve Eğitim Müdürlüğünün, Yeşilyurt Belediyesi’ndeki norm kadro ihdasına ilişkin Meclis Başkanlığına sunduğu teklif ise görüşülerek kabul edildi.
Toplantıda ayrıca altı madde İmar Komisyonuna havale edilirken, dört madde ise Ağustos Ayı Toplantısında görüşülmek üzere ertelendi. Gündemindeki tüm maddeleri tek tek görüşerek karar altına alan Yeşilyurt Belediye Meclisi, Ağustos Ayı Toplantısını 7 Ağustos 2024 Çarşamba günü saat 14:00’de gerçekleştirecek.
